Back when Lex Luthor was an elected President of the United States, a delegation of Atlanteans leaded by Queen Mera arrived to negotiate a a deep drilling operation a little further away from the US Exclusive Economic Zone into Atlantean territory. But during negotiations, President Luthor seduced Queen Mera, who fell for Luthor's advances. This lead to a short but significant affair that Luthor used to renegotiate the terms of the deal they were meant to sign, giving his government and advantage that let Atlantis in a very unfair situation. Now, from time to time, The Queen of Atlantis and POTUS meet in secret in the halls of the White House.
