I dont usually download. Since i use vivaldi, it automatically prompts for translation to english on the webpage and i just accept. I dont manually select anything. Maybe you can try a extension like this in browser ?
 
Any browser needs to be able to see the text to translate it. I'm using Tor, and unless I select the text, it's impossible to translate. The page for this text is protected from downloading. I'm sure of it.

It works with Edge browser and Vivaldi as another user mentioned above

Sorry but this looks like a you problem. Hopefully someone comes up with a way to download the text to txt or epub but unfortunately the sleazyfork script I tried did not work
