You can either use 7zip or win rar to compress the pdf in multiple parts and post them here.
There is also gofile.

I tried win rar but even the og file is too big. How do you cut it in multiple parts in win rar?

Right click -> Add to archive, then in "Split to volumes, size", set it to 250mb for example.
