It's likely they're working together, considering how odd Rose's reaction to Julie was when they met, how easily she took to his appearance and recognized him at all when he looked like a teenage girl. Perhaps her life hasn't gone the way she wanted it to and she blames him for it? I doubt working at a strip club was her dream?
Andrea knows how to keep the suspense without showing their motives. In fact, we know nothing about either Sam or Rose, except for fragmentary school memories, but not how it affected their personality and fate.
