Good question. I wouldn't encourage or care for them, but if we be real for a second, a lot of the hentai or some of the 3d computer generated graphic porn hosted here often have very questionable age characters (and very often in incest category because of the setting), so I think it is pretty lax already.

This is a very delicate rope to walk though, because if you allow too much leniency it might devolve into a full blow pedo cave and nobody would want that.
Best to ask a mod or someone first who know the rules.

Mhmm. Some books in the old stuff, some of the girls are blatantly said to be 13, whole plot being to race to lose their virginities. Then a lot of stuff in the old email posts pre 2000. A number of side sites (Kristen's archive, mcstories, etc) are a lot more lax on age (you also get super short stories, like 2000 words or less, hardly worth reading)

But when characters are under a certain age, there's not that much you can do with them either, at least plot-wise (marriage, romance, travel, etc). Maybe what's more confusing is while the federal age is set at 18, some states have 17 or 16 as legal age of consent (Japan has 12, but it is it's own thing. Muslims it's 8... best to leave that can of worms alone).

For simplicity sake i would take their CGI/3D postings as a reference of what to go with.
