I wonder if it's the sister or the mother. I imagine this chapter might involve the parents. I wonder If there will be just the mother involved in the possible incest or father-daughter too something not very usual in Mr. Foxx work.

The one from the cover is the mom, I expect some mom/son in this issue, other than the brother/sister we are getting right now.

It is the mother at the end amazing stencils but It is not so believable the Mother's reaction, she takes it easy, surprised but she didn't put a stop to it. But well is a comic about incest ha ha

It's a commission, so most likely the story is coming from the one who commissioned it. I, too, would have preferred more resistance, and even outrage by their mother, but it's like you said, with incest the simplicity with which these relationships start are to be expected. I'm actually quite fond of this, so I'm curious to see how the mother joins the fray.
