Question about a nw rule of this site

Can someone explain to me why there is a policy where if you upload a reply to a thread that's a month old may be considered spam? What if someone has something the person who made the thread wants but they're scared to post it because it might get labeled as spam?

It does not considered spam if it is an op. This rule is made because people will comment in "dead" threads and you will see notifications without thread being updated with content.
